Dr. Frank Roeland Hubers is a research fellow for the Asia Centre for Social Entrepreneurship and Philanthropy (ACSEP), with more than 10 years of experience in impact assessment and the evaluation of non-profit interventions.

In 2016, he obtained his PhD in economics from the Erasmus University in Rotterdam, NL and has Master’s degrees in cultural anthropology and development sociology. In the past years, he coordinated and executed impact evaluations of non-profit interventions in Ghana, the Netherlands, Brazil, Bangladesh and Singapore.

At ACSEP, he leads the Impact Assessment and Social Performance Management (IASPM) programme. The goal of this programme is to build the capacity of social purpose organisations in Asia in monitoring and evaluation, In recent years, ACSEP has explored and mapped the approaches that are used by social service organisations in Asia – and identified the gaps in this knowledge. Based on this, ACSEP is developing an innovative executive education programme for the social service sector that aid practitioners in assessing the impact of their work. ACSEP also consults on and conducts rigorous impact studies of various social interventions.
